Port FindTransitionalPosition, TransitionalInsert, FindEnvCollisions, AdjustOffset, DoStepDown, ValidateTransition from transition_pseudocode.md. Outdoor terrain collision with step-down ground contact. Indoor BSP and object collision deferred to subsequent tasks.
