- New PATCH /issues/{id} endpoint to toggle resolved flag
- Add resolved:false to new issues
- Frontend: click "✓ Resolve" marks issue green with strikethrough
- Resolved issues show "↺ Reopen" and "🗑 Delete" buttons
- Delete requires confirmation
- Sort: unresolved first, then resolved
- Issues persist until explicitly deleted
