The UiRoot window manager (RegisterWindow/Show/Hide/Toggle/BringToFront) is more of the same IA-12 toolkit-reimplementation of keystone semantics, so per the dedup convention it joins IA-12's Where as a secondary site rather than getting a redundant row.
