Extends the walk scratch tuple from (entity, meshRefIndex) to (entity, meshRefIndex, landblockId). The dispatcher's per-entity loop now has the landblock id available for EntityClassificationCache.Populate's landblockHint argument (consumed in Task 9). No behavior change.
