docs(N.4): mark Tasks 22-25 complete in progress table

Task 24: sky pass structurally independent (5df9135)
Task 25: all spec-required micro-tests covered (940/948 pass, 8 pre-existing)

Remaining: Task 26 (visual verification, human-in-the-loop),
Task 27 (legacy deletion), Task 28 (finalize).
