docs(plans) Campaign FW: implementation plan, roadmap entry, spec approval
Stages FW0-FW6: walk oracle fixtures -> pure-CPU RetailFrameWalk/PViewSet -> order-preserving submitter -> static cutover with the perf stop-rule -> entity/particle/dynamics cutover deleting the patch apparatus -> retail camera envelope -> closeout. The plan carries the recon-verified seam map (frame chain, replace-vs-reuse split in the dispatcher, the complete visibility-consumer list, the streaming atomicity facts, exact patch-apparatus sites) and the binding rules (fail loud, transition checklist, no dual path).
