add mana scarab recomp and give-on-tell to motes meta

- recomp_mana state: nav to nav_gilly, /ah on arrival
- low mana scarab check in Default triggers recomp when idle
- mana tell handler: "mana <N>" gives N Mana Scarabs to requester
